Konut a\u00e7\u0131klar\u0131, 2015+2016, 2017, 2018 ve 2019 y\u0131llar\u0131 i\u00e7in MKK'dan belediyelere yap\u0131lan bir defaya mahsus \u00f6demelerle k\u0131smen dengelendi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bir\u00e7ok belediye, \u00f6zellikle 2018 ve 2019'da m\u00fclteci konaklamas\u0131ndaki \u00f6nemli a\u00e7\u0131klar\u0131 telafi etmek zorunda kald\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Sorular ve cevaplar:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u00d6n a\u00e7\u0131klama:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eyalet masraflar\u0131n\u0131n il\u00e7elere ve il\u00e7esiz \u015fehirlere geri \u00f6denmesinin temeli AufnG-HE'dir (Hessen Arazi Kabul Yasas\u0131). B\u00f6l\u00fcm 7, Arazinin il\u00e7elere ve il\u00e7esiz \u015fehirlere geri \u00f6denmesini d\u00fczenler:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paragraf 1.:  \u2047<em>\u00a7 1 uyar\u0131nca ki\u015filerin kabul\u00fc ve konaklamas\u0131 i\u00e7in il\u00e7eler ve belediyeler taraf\u0131ndan yap\u0131lan masraflar, \u00a7 7'ye ek olarak sabit tutarlar (d\u00fcz oranlar) \u015feklinde geri \u00f6denir.<\/em>\u2047  Bu ne demek?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5. paragraf:&nbsp;<em>\u2047  \u0130l h\u00fck\u00fcmeti, maliyetlerin geli\u015fimini dikkate alarak gerekli oldu\u011fu takdirde ve \u00f6l\u00e7\u00fcde tutarlar\u0131 y\u00f6netmeli\u011fe g\u00f6re ayarlayacakt\u0131r. \u0130dari masraflar dikkate al\u0131nmayacakt\u0131r.  \u2047<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bu kuraldan istisna olarak, gen\u00e7lik yard\u0131m\u0131 alan refakatsiz k\u00fc\u00e7\u00fck m\u00fcltecilerin bak\u0131m\u0131 i\u00e7in idari masraflar da dahil olmak \u00fczere masraflar\u0131n tam olarak geri \u00f6denmesi sa\u011flanacakt\u0131r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AufnG-HE'nin 1. Paragraf\u0131 uyar\u0131nca m\u00fcltecilerin t\u0131bbi bak\u0131m masraflar\u0131, takvim y\u0131l\u0131 ba\u015f\u0131na ki\u015fi ba\u015f\u0131na 10.000 Euro'yu a\u015ft\u0131klar\u0131 \u00f6l\u00e7\u00fcde tamamen geri \u00f6denir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Main-Kinzig-Kreis i\u00e7in geri \u00f6deme yap\u0131l\u0131r<\/em><\/strong><strong><em>:<\/em><\/strong><br>&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1.\u00a0\u00a0S\u0131\u011f\u0131nma prosed\u00fcr\u00fcn\u00fcn s\u00fcresi boyunca ve iltica prosed\u00fcr\u00fcn\u00fcn nihai olumsuz sonu\u00e7lanmas\u0131ndan sonraki 3 y\u0131la kadar S\u0131\u011f\u0131nmac\u0131lar Yard\u0131mlar\u0131 Yasas\u0131'n\u0131n (AsylbLG) 1. B\u00f6l\u00fcm\u00fc uyar\u0131nca yard\u0131m almaya hak kazanan ki\u015filer grubu i\u00e7in ayl\u0131k 940 EUR tutar\u0131nda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2.\u00a0\u00a0Bireysel durumlarda y\u0131lda 10.000 Euro'dan fazla bir harcamadan sa\u011fl\u0131k hizmetleri i\u00e7in tam maliyetlerin geri \u00f6denmesi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3.\u00a0\u00a0\u0130ltica prosed\u00fcr\u00fcn\u00fcn ba\u015far\u0131yla tamamlanmas\u0131ndan sonra oturma izni alan ki\u015filer i\u00e7in bir defaya mahsus 3.000 Euro tutar\u0131nda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harcamalardaki b\u00f6lgesel farkl\u0131l\u0131klar nedeniyle AufnG-HE'nin Ek 1 - Paragraf 7(1) kapsam\u0131ndaki masraflar\u0131n geri \u00f6denmesi \u00fc\u00e7 gruba (konaklama zorunlulu\u011fu olan il\u00e7eler ve il\u00e7esiz \u015fehirler) ayr\u0131lm\u0131\u015ft\u0131r:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1. a\u015fama: 1,050 \u20ac'dan ba\u015flayan fiyatlarla<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0130kinci a\u015fama:\u00a0\u00a0\u00a0\u00a0EUR 940<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">3. a\u015fama:\u00a0\u00a0\u00a0\u00a0EUR 865<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Toplu mebla\u011flar y\u0131ll\u0131k% 1.5'lik bir art\u0131\u015fa tabidir.% 1 Ocak 2021 tarihli Kanunun mevcut s\u00fcresi i\u00e7in  \u2047  31 Aral\u0131k 2027.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bu geri \u00f6demelerin kapsayaca\u011f\u0131 tutarlar: M\u00fcltecilerin d\u00fczenli ihtiya\u00e7lar\u0131 (yeme, i\u00e7me, giyim vb.), konaklama masraflar\u0131, sa\u011fl\u0131k giderleri, okul harc\u0131 gibi \u00f6zel ihtiya\u00e7lar, idari giderler ve ek entegrasyon hizmetleri.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Hessen eyaleti taraf\u0131ndan Main-Kinzig-Kreis'e herhangi bir geri \u00f6deme yap\u0131lmaz:<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2047  Yukar\u0131da belirtilen 3 y\u0131ll\u0131k geri \u00f6deme s\u00fcresinin sona ermesinden sonra m\u00fclteciler i\u00e7in AsylbLG kapsam\u0131ndaki fayda maliyetleri i\u00e7in, bunun i\u00e7in uzun vadede kendi \u00fclkesine d\u00f6n\u00fc\u015f m\u00fcmk\u00fcn de\u011fildir. 30.09.2021 itibar\u0131yla bu durum yakla\u015f\u0131k 370 ki\u015fi i\u00e7in hizmet maliyetini etkilemekte ve trend artmaktad\u0131r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2047  AsylbLG'nin bireysel durumlarda y\u0131lda 10.000 EUR'ya kadar olan faydalarla ilgili olarak ki\u015fi ba\u015f\u0131na sa\u011fl\u0131k hizmeti maliyetleri i\u00e7in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2047  Kalma hakk\u0131n\u0131 elde ettikten sonra ortak konaklamada kalan eski m\u00fcltecilerin konaklama masraflar\u0131 i\u00e7in.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1.&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>\u0130yi mali durumu nedeniyle, MKK belediyelerin 2020 ve 2021 y\u0131llar\u0131nda m\u00fclteci konaklamas\u0131ndan kaynaklanan a\u00e7\u0131klar\u0131n\u0131 tam olarak telafi edebilir mi?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Cevap olarak:<\/strong>&nbsp;Main-Kinzig-Kreis, 2019 da dahil olmak \u00fczere 2015  \u2047  y\u0131llar\u0131 i\u00e7in a\u00e7\u0131\u011f\u0131 telafi etmek i\u00e7in il\u00e7e belediyelerine toplam 20.200.000 avro \u00f6zel \u00f6deme yapt\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bu miktar\u0131n, bir miktar<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2020 mali y\u0131l\u0131nda \u00f6denen 2018  \u2047  i\u00e7in 3,2 milyon Euro<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2019 i\u00e7in 2,5 milyon Euro  \u2047  2021 mali y\u0131l\u0131nda \u00f6dendi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kamu D\u00fczeni, G\u00f6\u00e7 ve Entegrasyon Dairesi b\u00fct\u00e7esinde daha fazla geri \u00f6deme i\u00e7in bir plan yakla\u015f\u0131m\u0131 mevcut de\u011fildir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>Hessen eyaleti, m\u00fcltecilerin konaklamas\u0131 i\u00e7in Main-Kinzig-Kreis'e \u00f6deme yap\u0131yor<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>\u00dclkenin 2019 ve 2020'de il\u00e7eye \u00f6demesi neydi?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2019: Planlanan de\u011fer 20,6 milyon Avro, 18,6 milyon Avro<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2020: Planlanan de\u011fer 19 milyon Avro, 14.96 milyon Avro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>b.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>2019 y\u0131l\u0131nda m\u00fcltecilerin bar\u0131nmas\u0131 i\u00e7in belediyelerin toplam maliyeti neydi?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Main-Kinzig-Kreis, 29 \u015fehir ve belediye d\u00fczeyinde yap\u0131lan toplam maliyetler hakk\u0131nda hi\u00e7bir a\u00e7\u0131klama yapamaz.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">B\u00f6lge i\u00e7in ola\u011fan harcamalar \u015fu \u015fekildedir:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2019 i\u00e7in yakla\u015f\u0131k 23 milyon Euro'ya<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">2020 i\u00e7in yakla\u015f\u0131k 17,1 milyon Euro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>c.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>Maliyetler Land Hessen'in \u00f6demesinden daha y\u00fcksekse: \u00dclkenin \u00f6demeleri neden masraflar\u0131n\u0131 kar\u015f\u0131lam\u0131yor? \u00c7emberin burada maliyet kar\u015f\u0131lama \u00f6demesi elde etmek i\u00e7in ne gibi olas\u0131l\u0131klar\u0131 var?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sabit oranl\u0131 geri \u00f6deme tutarlar\u0131, \u015fu anda 1 Ocak 2021'den 31'e kadar olan d\u00f6nem i\u00e7in \u00a7 7 AufnG-HE'de kanunla d\u00fczenlenmi\u015ftir. Aral\u0131k 2027'de. \u00dclke taraf\u0131ndan yap\u0131lan geri \u00f6demeler mutlaka masraflar\u0131 kapsamaz, \u00f6rne\u011fin, geri \u00f6deme yaln\u0131zca uygun m\u00fclteciler i\u00e7in yap\u0131l\u0131r (bkz. Geri \u00f6demeler Hessen \u00dclkesi taraf\u0131ndan belirlenecektir. Sabit oranlar\u0131 belirlemek i\u00e7in bir k\u0131lavuz, AufnG-HE'nin yeniden d\u00fczenlenmesinden \u00f6nce t\u00fcm Hessen il\u00e7elerinin ve il\u00e7esiz \u015fehirlerin bir veri koleksiyonudur. Bir yandan, Main-Kinzig-Kreis \u0130ltica \u00c7al\u0131\u015fma Grubu'nda ve Hessisches Landkreistag'\u0131n alt \u00e7al\u0131\u015fma grubunda  \u2047 LAG \u2047  temsil edilmektedir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hessen il\u00e7eleri ve il\u00e7esiz \u015fehirlerin veri toplama sonu\u00e7lar\u0131na ili\u015fkin isti\u015fare, sorumlu bakanl\u0131k ve belediye \u015femsiye dernekleri d\u00fczeyinde ger\u00e7ekle\u015fir. Main-Kinzig-Kreis de bu isti\u015fareler s\u0131ras\u0131nda \u00e7e\u015fitli dan\u0131\u015fma gruplar\u0131n\u0131n bir par\u00e7as\u0131d\u0131r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>3.&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>\u00dclke ve il\u00e7e aras\u0131ndaki yerle\u015fimi ve m\u00fcltecilerin konaklamas\u0131 i\u00e7in \u00f6denen fonlar\u0131n kullan\u0131m\u0131n\u0131 kim kontrol ediyor?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eyalet ile il\u00e7eler ve il\u00e7esiz \u015fehirler aras\u0131ndaki faturaland\u0131rma, Hessen eyaleti taraf\u0131ndan sa\u011flanan dijitalle\u015ftirilmi\u015f faturaland\u0131rma prosed\u00fcr\u00fc LAGPausch arac\u0131l\u0131\u011f\u0131yla ger\u00e7ekle\u015ftirilir. Denetim, Ofis 32 (Kamu G\u00fcvenli\u011fi ve D\u00fczeni, G\u00f6\u00e7 ve Entegrasyon) personeli taraf\u0131ndan ger\u00e7ekle\u015ftirilir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>4.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>Afganistan'daki kriz m\u00fclteci say\u0131s\u0131n\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde art\u0131rabilir<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>a.&nbsp; &nbsp; &nbsp;&nbsp;<\/strong><strong>Main-Kinzig-Kreis, belediyeler ve g\u00f6n\u00fcll\u00fcl\u00fck \u00fczerindeki y\u00fck\u00fc hafifletmek i\u00e7in artan say\u0131da m\u00fclteci durumunda il\u00e7e genelinde konut ve finansman\u0131 devralmak i\u00e7in \u00f6nlemler al\u0131yor mu?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0130l\u00e7e komitesinin y\u0131ll\u0131k karar\u0131yla, Main-Kinzig il\u00e7esi, il\u00e7e belediyelerine kabul edilecek m\u00fcltecileri sabit bir kabul oran\u0131na g\u00f6re atar (1 Temmuz 2021'den 30 Haziran 2022'ye kadar olan d\u00f6nem i\u00e7in 17 A\u011fustos 2021 tarihli mevcut karar). \u015eehirler ve belediyeler, 23 A\u011fustos 2021 tarihli mektupla tahsis rakamlar\u0131ndaki olas\u0131 art\u0131\u015ftan haberdar edildi. Alt soru finansman\u0131 i\u00e7in l\u00fctfen 2c alt\u0131ndaki cevaba bak\u0131n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>b.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>B\u00f6lge genelinde m\u00fclteci bar\u0131naklar\u0131 kullan\u0131l\u0131yorsa, il\u00e7enin ne gibi olanaklar\u0131 var? Bunun i\u00e7in zaten planlar var m\u0131?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yerinde konaklamadan sorumlu olanlar, ilgili kabul oranlar\u0131na (ortak konaklama veya bireysel daireler) g\u00f6re yeterli konut sa\u011flayan il\u00e7e belediyeleri ve Schl\u00fcchtern'de ortak bir konaklama i\u015fleten Main-Kinzig b\u00f6lgesidir. Konaklama masraflar\u0131, duruma g\u00f6re yetkili servis sa\u011flay\u0131c\u0131 taraf\u0131ndan kar\u015f\u0131lan\u0131r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>c.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>Koronavir\u00fcs pandemisi nedeniyle, il\u00e7e belediyeleri, m\u00fcltecilerin bar\u0131nmas\u0131ndaki herhangi bir eksikli\u011fi telafi etmek i\u00e7in gecikmi\u015f veya \u00f6demede zorluk \u00e7ekebilir. B\u00f6lgenin, bar\u0131nma y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcn\u00fc yerine getiren ancak yeterli fon almayan ilgili belediyelere bor\u00e7 indirimi yapmas\u0131 veya a\u00e7\u0131klar\u0131 tamamen tazmin etmesi planlan\u0131yor mu (bkz. soru 1)?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yukar\u0131da a\u00e7\u0131kland\u0131\u011f\u0131 gibi kar\u015f\u0131l\u0131k gelen bir e\u011filim \u015fu anda tespit edilemez. Mevcut b\u00fct\u00e7eden finansman m\u00fcmk\u00fcn de\u011filse, likit fonlardan (nakit bakiyesi) sa\u011flanmal\u0131 veya likidite kredileri ile finanse edilmelidir. Hukuki a\u00e7\u0131dan bor\u00e7lar\u0131n azalt\u0131lmas\u0131 m\u00fcmk\u00fcn de\u011fildir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>d.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/strong><strong>Daire, bu ama\u00e7la b\u00fct\u00e7ede kar\u015f\u0131l\u0131k gelen miktarda teminat veya g\u00fcvenlik rezervi planlad\u0131 m\u0131?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Main-Kinzig-Kreis, bu alandaki belediyelerin herhangi bir a\u00e7\u0131\u011f\u0131 i\u00e7in ayr\u0131 bir g\u00fcvenlik rezervi planlamam\u0131\u015ft\u0131r.
