Inquiry about the cycle path concept

Subject of the question:

In August 2019, the cycle path concept with 90 measures was presented to the district council. Six actions alone received priority A and six actions received priority B.

Questions:

1. Which of these priority A and B measures have been implemented since then?

Re 1.: No measures have been implemented so far. All measures that have been evaluated with priority A or B are new construction measures of cycle paths and require construction law and appropriate planning. In addition, other topics such as the desired district freedom of the city of Hanau (change of the building load carrier at K 200 and K 857) or the planning for the construction of a level crossing (K 904) must be taken into account.

In addition, the Main-Kinzig-Kreis has decided to commission a cross-building load cycling concept based on the cycling concept along district roads. This concept is supported by the state of Hesse through the local mobility funding programme. The focus here is on the network concept and makes it possible to develop targeted measures and to achieve gap closures. A broad participation (citizens, municipalities, SPESSARTregional, Spessart Tourismus, ADFC Main-Kinzig-Kreis, Regionalpark Rhein-Main, police, Hessen Mobil, IHK, Hessen Forst, Kreisbauernverband) takes place in order to be able to provide the various building load carriers (federation, state, district, cities and municipalities) with appropriate assistance.

2. What other measures from the cycle path concept have been implemented since then?

Re 2. No further actions from other prioritisation groups were implemented.

3. Which of these 90 measures

                a. 2021 will be implemented or are currently being implemented

                b. to be implemented in 2022?

Re 3.     a.: There are no measures under implementation in 2021.

b.: No measures are planned for 2022. It is conceivable that, following the submission of the cross-construction cycle traffic concept referred to in answer 1, corresponding traffic measures will be taken in coordination with the respective transport authority. The creation of building rights for the new construction of cycle paths is unrealistic in the short term.

4. What financial needs for the development of the cycle lanes is the administration expecting for the coming year and how much is to be budgeted in the 2022 budget?

Re 4. From the point of view of the administration, planning costs should be available for cycle lanes in 2022. Appropriations have been declared for this purpose. In addition, traffic measures (e.g. marking bicycle protection strips, changing the signage, etc.) can be covered via the road construction budget.

5. Which of these measures will not be implemented?

Re 5.: No decision on this has yet been taken. In principle, the recommendation of the planning office provides for a closer look at the measures in categories A and B for implementation.
