Inquiry about vocational school development plan

Subject of the question:

Already with the decree 2014 on the vocational school development plan of the Main-Kinzig district, the Hessian Ministry of Culture took a position and appreciated that the Main-Kinzig district had made an assignment of occupational fields and thus specialization of vocational training to its vocational schools Gelnhausen and Schlüchtern and the city of Hanau and the Association of vocational schools Hanau and Main-Kinzig have also taken this step.

Literally, it says in the decree. ‘In the first place, I expressly welcome the fact that the three school authorities, the City of Hanau, the Main-Kinzig-Kreis and the Association of Vocational Schools of the City of Hanau and the Main-Kinzig-Kreis, have agreed fundamentally on the allocation of occupational fields to vocational schools’.

The background of the orientation for the school authorities was the increasing specialization and differentiation of the training professions and the decline of young people taking up dual training.

The aim of the school promoters was to carry out the review and design of the school organisation incumbent on the school promoter in accordance with § 145 SchG in order to meet the requirements for adequate staffing of the schools, a regionally balanced school offer and a suitable school organisation.

The state government has now declared the project ‘future-proof vocational school’ on the basis of further declines in the number of pupils at vocational schools, further differentiation and specialisations in the occupational fields.

This sees a new regulation of allocations with minimum class sizes, allocations to regionally bundled state subject classes, in state and federal subject classes.

Thematic priorities are to be developed in order to preserve the locations of vocational schools as well as to strengthen rural areas.

Questions:

1.       In the meantime, have discussions taken place between the state government and school authorities in the MKK regarding the planned reorganization of the school locations?

Answer:

No, the Ministry of Culture provides for the following temporal process organization:

1.    Start of the process in mid-July 2021; School owners have received a presentation from the HKM about the SSA.

2.       Have discussions also taken place on the part of the state government or the school owner with the school management?

Answer:

A discussion between the two school owners Hanau and Main-Kinzig-Kreis with the heads of all vocational schools took place on 06.09.2021.

3.       Have discussions taken place on the part of the state government or the school owner with the craftsmen's association and the CCI?

Answer:

No, the discussions with the school authorities and the dual partners or their involvement are planned in the coming years.

4.       What impact will the reorganization of school locations have on vocational schools in the Main-Kinzig district and which of our vocational schools are particularly affected?

Answer:

Of course, a reorganization has not yet taken place and is to be implemented for the first time after a defined transition period until the end of the 2025/26 school year to the 2026/27 school year.

Impacts will be felt in certain areas, wherever there are weak years of training.

This is expected to be for the vocational schools in the field of food and gastronomy, such as bakers, butchers, specialist sellers and in the Kinzig School Schlüchtern in some construction and timber professions.

5.       What has been the attitude of the school authorities and the district craft unions as well as the Chamber of Industry and Commerce to the project of the state government so far?

Answer:

The attitudes of the Kreishandwerkerschaften and the IHK are not yet known to us, not even those of the other school owners.

6.       Is a change in the school development plan B necessary in a timely manner and what significance do school development plans still have if the state government wants to control vocational school classes via a traffic light system?

Answer:

According to the current status, an update is not necessary in a timely manner. The reorganisation of the "future-proof vocational school" will finally take effect only in the school year 2026/27. Exactly this question was also examined in the discussion between the school authorities and the managements of the vocational schools on 06.09.2021 with the aim of a prospective update of the vocational school development plan. The next steps will be coordinated with the HKM.

The Main-Kinzig-Kreis still considers school development plans to be an effective management tool for regional school development planning, whereby the region does not only mean the own territory of the school owner. For this reason, neighbouring school promoters must also be involved in a school development plan. This is particularly evident in our joint vocational school development plan, which is jointly supported by all three public school authorities in our region.

7.       What requirements must the regional locations meet for supra-regional specialist classes?

Answer:

From our point of view, regional locations for supra-regional specialist classes must have very good spatial and physical / technical equipment and, above all, be able to offer accommodation options (such as dormitories or similar) for block lessons.

8.       What does the provincial government mean by ‘affine professions’ in this context?

Answer:

So far, we do not have a definition for the term ‘affine professions’ and the design/significance in the occupational groups.

The overview of affinities (important for future allocations) should be sent by the HKM to vocational schools via the State School Offices.

9.       What happens to existing national subject classes below the minimum size? Are they also controlled via the traffic light system and combined at other locations?

Answer:

This has not yet been clarified. However, it is to be feared that these professions will migrate to a federal subject class in another federal state.
