Amendment to the student ticket

Decision: 

1.      The district committee is instructed to work with the state of Hesse to ensure that all pupils and carers are able to use public transport in Hesse free of charge on school trips and school trips, regardless of whether they hold a student ticket.

2.      The district council of the Main-Kinzig district calls on the state government, together with the transport associations in Hesse, to provide all pupils, including primary schools and SEK II, with a student ticket starting on 1 January 2022. The corresponding compensatory funds are to be made available in the 2022 budget.

3.      The district council of the Main-Kinzig district calls on the state government to amend §161 HSchG and to remove the limits on the distances there for the use of the free student ticket for the pupils.

4.      If the introduction of a student ticket on 1 January 2022 is not possible, the district council will go into pre-financing and ask the state of Hesse to bear the costs retrospectively and repay or offset them.

Explanatory memorandum:

By: the current legal regulations determine the distance between the place of residence and the school or an identified particularly dangerous school path, whether students receive a free student year ticket or not. This ticket can not only be used for school travel, but it is also valid in leisure time Hesse-wide and therefore very attractive. Young people will thus be introduced to the use of local public transport at an early stage, which will pay off with corresponding offers as a relief for the road traffic of the future.

From our point of view, the legal regulations are no longer up-to-date and cause injustices, both on the way to school and beyond (e.g. leisure activities, sports, etc.). This could be addressed by lawmakers at the state level. The district council therefore calls on the state government to eliminate this injustice immediately.

A model project is not required, but if the financing can no longer be fixed in the 2022 state budget, the circle should go into advance.
