The district council shall decide:
- The Main-Kinzig-Kreis sets up a pumping pot for flood protection measures.
- The funding pot includes 100,000 euros and is available to climate municipalities that have already carried out flow path maps and heavy rain analyses and want to implement further flood protection measures.
- The maximum amount of funding per municipality is 10,000 euros.
- The funding pot is located at the Office for Nature, Environment, Agriculture and Animal Disease Control. The Committee on Economic Affairs, Transport, the Environment and Agriculture decides on the award of subsidies every six months.
Explanatory memorandum:
The topic of flood protection has not only been present since the devastating flood disaster in July and the floods in the district in January this year.
However, many projects in the field of flood protection take many years to be approved and implemented. An extensive inquiry by the Green parliamentary group has shown that the necessary retention basins have been stuck in the approval process for years.
Flood protection is now also an increasingly important topic in the cities and municipalities of the Main-Kinzig district. In order to remedy this situation, the country supports the creation of flow path maps and heavy rain analyses for climate communities with a 100% subsidy.
The results of the investigations often give rise to necessary measures that local authorities must take into their own hands. In addition to the support of the state and the federal government, the Main-Kinzig-Kreis should also fulfil its responsibility for the municipalities and provide appropriate support for the municipalities that want to initiate further measures for flood protection.
That is why the budget of the Main-Kinzig-Kreis is to be set at 100,000 euros as a funding pot, in which the individual municipalities can call up to 10,000 euros for flood protection projects.
The Environment Committee is to discuss and decide on funding and funding levels on a case-by-case basis.
