Amendment to the budget: Establishment of an anti-discrimination body

The district council shall decide:           

  1. The District Committee is tasked with establishing an anti-discrimination body in Office 32 (Security, Order, Migration and Integration).
  2. For this purpose, 1,0 posts are inserted in the establishment plan.
  3. The Anti-Discrimination Body will focus on the following tasks:
    1. First point of contact and advice for persons affected by discrimination
    2. Information on claims of data subjects
    3. outreach
    4. Measures to prevent discrimination
    5. Conducting scientific studies
    6. Regular reporting in the relevant bodies
  4. An evaluation of the post of anti-discrimination officer will take place after one year in the Committee on Social Affairs, Family Affairs, Senior Citizens and Demography.
  5. Regular reporting takes place every six months, but at least once a year, in the SFSD. 

Explanatory memorandum:

The Anti-Discrimination Officer is the first point of contact for persons affected by discrimination. In addition to the advice, this can also inform about any claims of those affected.

Discrimination includes racial attributions based on origin, religious affiliation, gender, sexual orientation and social origin, as well as discrimination and degrading, harassment and stigmatisation.

There has been an increasing number of racist incidents in the Main-Kinzig district for years.

In 2016, Landrat a.D., Erich Pipa, is repeatedly massively threatened and insulted by right-wing extremists because he had spoken out in favour of accepting more refugees.

In 2018, the team of the game association Dietesheim in Birstein-Fischborn is driven from the notch there to the hotel with ‘foreigners out’ calls.

In 2019, a man from Eritrea is shot down and life-threateningly injured by a man for racist reasons.

In 2020, the worst right-wing extremist attack of the Federal Republic of Germany will take place in Hanau. Nine people are murdered for xenophobic motives.

These are just a few of the incidents that have occurred in the Main-Kinzig district in recent years and show that preventive and proactive work in the district is urgently needed.

The creation of an anti-discrimination body makes it possible to raise awareness of this issue through advice, information and outreach. At the same time, information events can be held in administrations, schools and companies in the district area to draw attention to the issue of discrimination.

Cities like Offenbach and Frankfurt have already shown around us that the establishment of an anti-discrimination body is very well received. This makes it clear that there is a need for advice and information in the population. Here, a networking with the responsible persons can take place in order to exchange previous experiences.

It is urgent that the Main-Kinzig-Kreis establish such a contact and advice centre, especially with regard to the events of recent years.
