Decision:
1. The district council of the MKK is also explicitly committed to the principle of subsidiarity in this area. In other words: In the transition from day care to the pact for the whole day, the circle of existing care clubs will make use of and provide financial and advisory support if the clubs/companies/organisations want it.
2. The district council ensures that these associations are adequately financed in the takeover of the activities under the pact for the whole day. He therefore calls on the state government to allocate more financial resources to support all-day schools according to the ‘All-day Pact’ model. In particular, in the case of a chosen alternative body/fund, more funds should be guaranteed to the care associations by a higher financial compensation of the alternative body/fund.
3. The district council decides that the Main-Kinzig-Kreis, as school promoter for the 2021/22 school year, will each contribute €700 to the costs of the ‘All-Day Pact’ offer in Modules 1 and 2, for a total of €1,400 per child/per year.
4. The district council also decides that the associations, which in reliance on the lawfulness of the collection of parental contributions for the morning until 14:30, have collected parental contributions of 60 € for the school year 2021/22, will receive this money on request with the proviso of passing it on to the parents (decision day regulation 01.08.2021)
5. The district council of the Main-Kinzig-Kreis assumes that an increasing qualification of the caregivers is made possible via the ZKJF and also continues to offer toll-free courses through its educational partners GmbH for further, further and qualification education.
For small primary schools (up to 105 pupils), the Main-Kinzig-Kreis pays a base amount of €22,050.00 per year.
The care providers are obliged to provide proof of use of the grants granted at the end of a school year.
The Center for Children's, Youth and Family Aid gGmbH (ZKJF gGmbH) is commissioned to manage the grant amounts of the Main-Kinzig-Kreis and the Land to the participating childcare providers of the Pact.% of the grant contributions granted in accordance with 1.-3. and in the amount of 5% the state funds granted to the care providers are received from the district budget.
The grants are granted for the care services in the all-day pact to the care providers of the following primary schools. In this case, the current number of caregivers is requested before disbursement (decision date regulation: 01.11.2021)
Expenditure is recalculated for the district council by notification and expenditure is entered in the 2021/2022 budgets.
Expenditure is included in the school allowance.
The district committee is commissioned by the district council to commission the implementation of the ZKJF gGmbH and will conclude a corresponding contract for implementation with the gGmbH.
The decision of this request amends the request of the District Committee KA/2876/2021 and withdraws the reference KA/2732/2021.
