Request from the Greens about the cycle path concept: "Resignation from transport challenges"
In August 2019, a cycle path concept was presented to the district council of the Main-Kinzig district. It includes: 90 measures to improve cycling infrastructure.
"Not a single measure has actually been implemented since then," says Reiner Bousonville, leader of the Greens parliamentary group. This follows from the answer to a question from the party to the administration of the district.
"No measures have been implemented so far" says the answer to the Greens' questions. According to the administration, all measures assessed as priority A or B are new construction measures of cycle paths and would therefore require construction law and appropriate planning.
‘The need for planning for the construction project cannot come as a surprise to the administration’, Bousonville comments on the results of the request. ‘However, one might think that the district is currently planning construction measures: However, this is also not the case, which neither this year nor next year will deal with any of these problem areas presented in the concept and create necessary cycle paths.”
In this concept, which was commissioned by the district council in 2017, the 90 necessary construction projects were even ranked according to priorities. “This makes it possible to quickly understand what needs to be implemented.”
In response to the lack of implementation of the concept, another concept was commissioned by transport director Winfried Ottmann: "Because the creation of the new concept is supported by the State of Hesse. Subsequently, two catalogues of measures cannot be implemented", said Bousonville.
This is a slap in the face for the cyclists in the circle: “The Grand Coalition has not yet discovered climate protection for itself, instead more and more concepts are being developed and the willingness to make a real change is being declared.”
That this will not happen in the coming years is shown by the question of the Green parliamentary group on the envisaged financial needs for cycle paths in the 2022 budget: ‘Only planning costs are to be set and means for the affixing of markings or signage, funds for the construction of bicycle paths are not mentioned.’
Sometimes the Grand Coalition takes a long breath: "But over four years to come up with a concept and not implement anything of it and to come up with a new concept in response to it is not proof of work, but a resignation from the challenges we face in transport policy change," Bousonville concluded.
