Question on the cycle path concept – additional questions

Subject of the question:

In August 2019, the cycle path concept with 90 measures was presented to the district council. Six measures alone were given priority A and six measures were given priority B. The district committee has declared that it does not want to implement any of the measures and has now drawn up a new ‘cross-construction cycle transport concept’ instead.


Questions:

1. For what reason were none of the measures from the concept created by the circle implemented today and a second concept commissioned?

Answer:

The cycling concept along the district roads in the Main-Kinzig district refers to this question in point 1.3 (quote):

‘The importance of a cycling link can only be assessed if the entire link between source and destination is considered. In this study, the demand of a cycle path on a circular road is determined and evaluated by means of the source-target relations (commuter volume, student traffic, etc.). A continuous, cross-construction load carrier consideration does not take place. As a result, structural cycle paths are recommended on district roads, which are difficult to reach due to the lack of subsequent cycle paths along federal, state or municipal roads.’

Under point 6.2 ‘Further steps’, the cycling concept along the circular roads refers to point 1.3 and continues (quote):

 ‘Section 1.3 describes the specific nature of the task. A particular challenge is the exclusive consideration of the district roads without placing them in a network context. In the cases referred to in point 1.3, this leads to distortions in the assessment and prioritisation of the measures. Furthermore, no improvements are being sought for large parts of the district area that are off the beaten track.

As a next step, it is recommended, building on this study, to develop a holistic, multi-carrier cycling concept.”

This recommendation has been endorsed by the district committee, funding amounting to 70% called up the total costs and issued the planning order for the creation of a cross-construction load carrier cycling concept in November 2020.  

2. What additional insights does the circle expect from the new "cross-vehicle cycling concept" to be drawn up? Should measures be implemented from this concept?

Answer:

Referring to the comments on question 1, the district committee expects the new cycling concept to be a consistent, cross-construction load-bearing approach. With this concept in place, it will then be possible, within the Main-Kinzig district, to implement a cycle path planning and realisation ‘from a single source’ together with all the building load carriers to be involved.
